Is there a part of the country where a hydrant is called a “water plant”? Or are they saying the entire water distribution system is now dispensing beer?

The only way to kill sufficient bacteria to meet requirements was … alcohol.

What’s even funnier is that the tap isn’t on an outlet – that’s just the handle for the valve!
