Government made some mistakes with legalization. One of them was overtaxing. It left things wide open for a black market. Nothing wrong with taxation. You can’t get greedy, though.
If it’s New York, the slow rollout, is to make sure the mafia gets the lions share from the illicit market before the home growing moratorium expires in a few months. Which will tank the legal market’s early investors.

Is this a problem in CO? It’s huge in NY because the rollout of legal sales is being bungled so badly. Not nearly as bad in MA.
