Some would say 74 years, but I’m not that familiar with wish technology!

Haruhi Suzumiya used that logic for her Tanabata wishes in one story.

Theologically, the stars represent the saints. So to wish upon a star is to pray for the intercession of the saints. The wishes that are granted are those in accord with God’s will, especially for virtue and grace.
