Could have been a restraining order. :)

I open them as the windows are south facing. That lets in light. If my neighbors are peeping toms, well they might see things that they do not want to see, but it is their fault for looking in.

I don’t understand why some people are so nosy

That’s silly. Curtains don’t come in flat boxes anymore. They come in big bags, all wadded up!

Gee, I wonder why they want curtains now?
