Kick him right back. It’s the only way he’ll learn. Especially with a mother like her. (At least she said something, instead of just ignoring his behavior like so many do.)
I am fully of the opinion that many children should be kept in cages, specifically the ones whose parents won’t parent. In those cases, I’d put them all in the same cage and go Thunder Dome on them.
