I’ll admit I have used a garbage bag as rain gear. I’ve never stooped so low as to wear a shopping bag as clothing though.
I’ve accumulated dozens of T-shirts over the years and wear those rather than undershirts. If I get too hot, I can take my shirt off and still have a okay shirt on.

As my athletic days are over, I reuse my bags for garbage bags. It speeds up the emptying process, too.
