    “The grass isn’t ripe….”

    And as long as it’s being grazed, it never will be. Grazing removes the stems before they can blossom and bear “ripe” seeds. So grass that is being thoroughly grazed will spread mainly (only?) through extending roots underground, though they are also perennial, so sprouting again from the same roots after being “grazed”.
