I think the intent was to say there wasn’t enough space for the dog’s age in human years. The five candles should represent the dog’s age in dog years which would equal around 35 human years.
Ziggy, your grammar was atrocious. It should have said, “I’m sorry there aren’t more candles.” I might also have (grudgingly) accepted the awkward, “I’m sorry there’re not more candles.”
Basically saying “I’m sorry there is not more candles” has incorrect subject/verb agreement.
