Ah, shades of William Proxmire and the Golden Fleece Award.

I remember a story about one such award, but could not find a reference to this so it may or may not be true. In any case, he gave it to a researcher for a proposal to study “necking in bars.” The research was in civil engineering, and necking the failure mode for a ductile metal under tension, where one section begins to stretch and narrow, leading to rapid progressive failure.

Again, I could find no reference to that particular one. Proxmire was a US Senator and he gave these between 1975 and 1983.

Not as likely as you might think. Though there have been a few…..
