I have a basket made out of plarn (plastic yarn). It’s beautiful and got rid of a lot of plastic bags, but too labor intensive a process to ever try it again.
Many places in California now charge a nominal 10¢ fee for each bag. I think it’s a good thing, as reusable bags don’t take much effort to bring with you, especially once you get used to it. They’re stronger, have more comfortable handles that don’t rip, and They are better for the environment.
Most stores here in AZ still have plastic. A couple have the option of paper as well. Trader Joe’s only uses paper and they are good bags and can be reused quite well. And if they get too old, then you can make book covers out of them.
Everyone needs a bag of bags. But sort them into the “good” bags and the “bad” bags, so you know which ones you’re collecting to eventually remember to bring back to the grocery store to stuff into their overflowing bag collection bin, and which ones are still good for lining the small trash cans or picking up after the pooch.

We save them until we have a big batch of them and take them to the local food closet. They always need bags for people to carry their food with.

All the charity thrift stores I know of will take all those bags and need more.
Anyone with a dog and good sense can use them to deal with doggie doo.
Know a crafter? Then you know someone who can use plastic bags.
Know a pre-school or early elementary school teacher? See above.
And really, anyone who buys garbage bags when they can get plastic grocery bags for free needs to think things through.
