Had this actually happen at a small contracting company I worked for. At the time, the only authorized signatory in our company was the owner. All of our proposals had to be signed by him or the government would consider them nonresponsive.
Owner was spending more time on the golf course than running the company, and his yes-man managers didn’t like calling him in. So we had problems getting signed proposals submitted on time. The company lost a lot of manhours and potential revenue over this.
