The reason, i would think, cuts two ways. The general Zorro outlaw mystique, and accepting the uniqueness of life-size turtles, colour coding their individual identities

They don’t want to be confused with the People’s Front of Judea, OR, God forbid – the Judean People’s Front.

Besides the weaponry, the masks are the only way to tell them apart just by looking.

But they can go into a phone booth and turn back into regular turtles

I always found it funny in the cartoon, when the only time they would take the masks off is when they were in disguise.

Because they’re so comfortable! In the future, everyone will wear masks.
