Biden has handed out commutations mostly, which are different than pardons. Actually, Biden has not yet handed out any PREEMPTIVE pardons. Several of his targets for them don’t want them and believe in the justice system as they did nothing illegal in the first place. If the justice system is still working correctly, any such attempts by Trump to come after them probably won’t get very far. The investigations would be aimed primarily to just grind his opponents down financially, temporally, politically, and emotionally with the idea that something may turn up eventually. These would be a real waste of taxpayer money.
