I firmly believe that caring for a dog develops maternal or paternal instincts in children, and helps them get ready for adulthood. The children need to be old enough to care for it, walk it and clean up after it, but they need to know the dog will be their responsibility. It worked that way for me, and for my kids too. We also have a cat, and the kids change the litter box and feed it, not much else to do in caring for a cat, but I suppose they would be useful as well.
