The photo of Wauxie Haury is estimated to date from about 1897. It’s part of a before-and-after pair of photographs. This one shows her on her arrival at an Indian boarding school; the second shows her on her wedding day, dressed in white with her husband in a black suit and white tie. These before and after sets were common at the boarding schools; Wauxie Haury’s set is included here:

Until roughly 1970 the goal of these schools was to forcibly assimilate Indians into white culture, without parental consent. The physical standards at these schools were low even by the standards of the late nineteenth century. Chicken church casserole actually isn’t to bad. I add a little Tony Chachere’s original Creole seasoning instead of salt and add a finely chopped jalepeno pepper to give it a little kick.

Ingsoc is correct – Balustrade is a row of Balusters – often on a balconet (most commonly on a staircase supporting the banister) , though the one in the photo does not feature a balustrade. I would call it rococo style but there is probably a more specific term for the style.
