Its a practical arrangement for both of them. Holly can pretend to lead from the backpack and save face and Wally can take them where they need to go and NOT have to worry about Holly running off.
I noticed Wally’s eyes changing in each panel. The first seemed to be bewilderment, the second seemed to be realization and the third seems to be irritation.
Holly is injured, in shock and disoriented. For someone in that condition, attempting to “take charge” is not too surprising. Her immediate environment is out of her control … she needs to take charge to empower herself; even if her choices are wrong.
Unfortunately, it can be a REALLY bad idea to allow someone in that situation to lead.
