Here they are not tied that way; but they are used to direct funds to underperforming schools. But to me testing does not demonstrate knowledge gained, it only test short term recall.

I was one of those kids who had a knack for standardized tests. I scored better than some kids I knew were smarter than I am. One of the things they measure most reliably is the ability to take standardized tests.
