So called ‘Junk Mail’ provides the bulk of the operating revenue of the Postal Service. Without it, there would be No Postal Service. This came about in the 1970 when Congress reorganized the cabinet-level Post Office Department with the independent United States Postal Service, creating a government bureaucracy.
