I think that Oregon, Washington and British Columia should get together and form the Allicance of Water Exporting Territories (ALWET).
They can sell water to Southern California for $100 a barrel. $50 a barrel if they also take a barrel of toxic waste from the nuclear plant at Hanford.
Depends on how you sell it. One school in my area has “fitness days” where the kids go out and run a mile course, having to complete two laps in a given time. The kids all hate it. Another school does a similar course, but calls it a “turkey trot”; the kids clamor to get involved in that.
