If Frank put her in a smaller room there would not be as much space to clutter so by definition it would be less cluttered.
How about she cleans her room every Saturday or she does not do anything all weekend. No phones no friends.
The fact that she still does this in her later years means that they gave her far too much leniency with this room thing.

If Frank turns off the tv she’s currently watching and tells her no more tv and phone until she cleans her room then she might go clean her room.

Hey Frank, ever hear the maxim that you catch more flies with honey than with vinegar?
Better to simply tell her to go with you and tell her item by item what to move and where to move it.
Do that a few times and she will do it on her own initiative to avoid the instruction. A small short time effort for long time rewards.
