There are three bridges in lower Manhattan, and can be remembered with the acronym BMW. In order, going north from the southern tip of Manhattan, the bridges are: Brooklyn, Manhattan, and Williamsburg. I learned that over a pint at the Windows of the World, WTC. Your article was probably on the Williamsburg Bridge, which was the second bridge built connecting Brooklyn and Manhattan, and was built in order to relieve congestion on the Brooklyn Bridge.
