    Suppose the dead ball personal foul happened at the end of the fourth quarter in Week 17 and the team was not eligible for post-season play. Would the penality be accessed the first game of the next season? If so, would it be accessed in pre-season or would they wait til regular season? Inquiring minds want to know.

    Make it a 15 yarder on the next play from scrimmage. That would make a difference. And not in the exhibition season.

    I think the 4th quarter part is there in case of overtime, not the next game the team plays.

    Make it a $25,000 fine on the individual player - that would be a lot more effective than 15 yards.

    Ginrummy–if the game isn’t tied after the final play of the fourth quarter, wouldn’t there have to be a kickoff anyway, so that the penalty could be enforced, even if there is no need for a kickoff?? Since a half can’t end on a defensive penalty, and the down is repeated in that case even if time has expired, this must be in the case of a penalty on the OFFENSE on the last play. So the team which was on defense then receives an arbitrary kickoff from the 15, right? Say wha’? (Can’t find anything to clarify this!)
