its all in the legal writing, pre-approved for UP TO a certain amount means they have to give it to you, legally but it might only be 100 bucks, hence the UPTO…if it says pre-approved for 5000 then they are required to give it to you so long as your credit is unchanged from the time they read it until they give it to you.
