I don't think I'm comfortable with Toby having an overnight party that includes girls. Tell him he can't have the party. But he and Sheila are good, trustworthy kids. This is a sign they're growing up. Tell him he can have the party. This just seems like too much too soon, though. And we can't stay up all night to chaperone. Tell him he can't have a party.
