It seems to me that having a subordinate doing a manager’s personal projects like this is an absolute no-no. Is this common in the private sector? (Where the “manager” is actually the owner of the company, I suppose that would be different, as long as the employee is getting paid.) It would be the same as stealing from the company! I always worked in government jobs and as far as I knew, no one would dare to ever do such a thing on “company time”. Heck, I even felt wary about dropping personal mail in the outgoing official mail, or receiving personal packages at the office (often a necessity for UPS or FedEx deliveries, this usually being in fairly remote or rural areas).
