I think the satchel actually had $10,000 in it when it was stolen, but the other $3,000 was stealing their own money which may not be an actual crime in itself. (Claiming it on the insurance is another matter, though. )

Actually………I-F the Margies use their head, them SAYING Little Margie found it in the trash – perfectly verifiable – and they were bringing it in to Tracy to help with the case would explain THAT, pretty easily……although throwing it away in your own trash bin was pretty stupid on MIDDLE Margies part to begin with…..
As for the “$7000” issue, I suppose Tracy’s oblique remark is just reflective of what Brian Miller told them, which may have emphasized—as it probably did—his own contribution to the purse and his own loss. Otherwise, I think earlier Comments have covered all of today’s salient points. I might only point out the confrontation between panel 1 (the Good Guys) and panel 2 (the literally opposing Criminals)….
