While I’m normally very reluctant to correct anybody….
and especially a cartoonist…
the mantle of educational superiority usually flaunted by these characters causes me to be so boggled by Mrs. Olsen’s 2nd sentence that I have to remark on it.
She’s trying so hard to work in that “whom,” that she’s lost both grammar and meaning.
If you must have your “whom”… please, Mrs. Olsen….
say
“(It) depends on how he feels about those upon whom it is raining.”
Though in a casual setting most of us would sacrifice our pretensions and say
“Depends on how he feels about whoever it’s raining on.”

I think it was a clever move to draw the rainbow in only black and yellow. It doesn’t pull the eye away from the characters. I’d so have been tempted to use color instead of hash marks.
Who knows who lives over there in that general reference to not being here. Nothing precise about it an in near metaphorical terms. Not really geographically placed.
Actually, it doesn’t have to be raining (in the sense of water hitting the ground) to have a rainbow. Just need water droplets in the air. Some places it starts off as rain coming out of a cloud but evaporates before hitting the ground.

An optimist hopes this is the best of all times. A pessimist fears it is.
