^Because Batman would always pull over when he saw the flashing lights. Don’t you remember the TV series - seems like every time he was chasing a bad guy on foot, he’s have to stop for a “Don’t Walk” sign while the bad guy ran through and kept going. Then he’d have to make up time.

Typical cops (UK as well as US) interfering with the good guys ( health and safety etc) when the bad guys are getting away with it.
