New Hampshire state prison officials were concerned that producing 100,000 license plates with the motto "live free or die!" was severely affecting the prisoner's morale.
A lot of states no longer use inmate labor for the production of license plates. It’s being done by private contractors. Several of the designs of specialty plates are used by multiple states.
