Had a school superintendent who did that once upon a time. He’d develop the next year’s budget based on last year’s budget with an increase. He didn’t analyze the actual expenses to determine if the budget made any sense, just recycled last year’s projection with an increase and moved money around during the year to make it work.
I’d love to see the specifics of the model used to generate the projection – I suspect there might be nth order mathematics utilizing irrational numbers involved.
