So it’s confirmed by Velda’s comment that Denise is also dead along with Walt. I didn’t doubt it, but this story is known for its unexpected twists. Both Velda and Jacob are correct. The immediate crisis is over with Denise-the-butcher’s death, but there’s still the aftermath to deal with so it’s not completely over yet.
The cannibals might lie low for quite a while (or revert back to vegetarianism) to let everything quiet down. Repairing the wolves’ reputation/standing in the community will take longer.
Jacob was introduced to Endtown fans first as a jaded reporter, then as ranting demagogue, then as a conniving politician. Now he shows that he believes in principles bigger than himself and is willing to fight the long was to achieve them. Interesting.

There could be some way to use the news media to clear some of this. Someone had mentioned publishing the names of those involved in the plot, for instance. That might be an option—which could also help show that the wolves weren’t all part of this.
Well, Jacob, make use of those news stories about food shortages that the cannibals used to get people started thinking about the cannibalism. Announce that the old program of sending out foragers is going to be renewed, but not with volunteers. Announce that a list of draftees already exists and foragers will be drawn from it.
Since it might be dangerous to just throw these folks out in the waste where they might be captured and questioned about Endtown, offer them the chance to tell everything or have their mind shred. If they won’t cooperate, shred their minds, and then dispose of them.
The ones who talk, you keep in a cell, starve them, and give them a story to tell about the waste. And to help keep them from telling what really happened, remind them that you can make phone calls to some other folks on the list, indicated that the cannibal cooperated with security and that the cannibal’s life expectancy would be rather low.
The bear playing Walt was in the same position as Wil Wheaton. His character hardly got any air time, and he was getting tired of playing “comic relief,” so he decided not to renew his contract.

Getting deeper into the rabbit hole here (sorry, Jacob. Low hanging fruit), there is a greater mystery to be revealed here. Why were Mavis and her still-unknown associates using Cooper to feed false news of food shortages to Philo? Sure, it was an effort to destabilize Jacob’s political power, but it also seemed to create a climate in which cannibalism would be more accepted. And that coinciding with the wolves going tribal, was that orchestrated as well? Does that serve the purposes of the conspirators to make pariahs of the wolves, or was that an unforeseen consequence?
