    Amtrak had, once, a very liberal “service animal” policy; basically, a “service animal” was whatever the passenger said it was, and the crew were actually forbidden to inquire into what service, exactly, the animal provided. Eventually the policy was tweaked a bit; now it states that, under no circumstances, are insects or reptiles to be considered “service animals”.
