    Japan has a yearly celebration called Hinamatsuri. Families display a set of hina dolls in the house and serve special food delicacies that are ceremonially beautiful and delicious. It’s purpose is to pray for health and happiness for young Japanese girls.

    It was also in the Pokemon anime, though the dub called it Princess Day.

    This is like that recent thing about a petition to change Halloween to the last Saturday in October. Whoever started that petition apparently didn’t realize it’s not a federal holiday in any way, shape, or form. There is no one to give that petition to who could do anything.
