When I was a kid summer started when school let out and ended two weeks before it restarted. (Two weeks of “vacation” was NOT “summer” from my perspective). Where (and at my age) I live now, summer starts after the last big weekend rain which is usually the 4th of July and ends when I can’t get local fresh tomatoes or peaches anymore.
For me the summer starts when the NBA and Stanley Cup Finals wrap up, and ends when these big black and yellow spiders start appearing around my backyard. Except this year, as the spiders showed up on time last week but the Finals haven’t even started for either league.
If you live in the northern Midwest, then tornado season used to begin in March and last into August. Now it doesn’t begin until at least July, and sometimes August, but can last into September.
The first viewer might be a farmer in early times who worked his land according to the stars. According to The Farmers’ Almanac, that is still not a bad guide. The second viewer might be a modern weatherman, whose times of greatest activity come from active weather systems. Also a viable guide. It depends where you stand.
In my day, a teacher who said " . . . is when . . . " would have been ostracised. Are standards really so low now? Or is it just that most of those who understood this situation back then have now passed on to greater glory elsewhere and their successors simply do not care?

That “joke” leaves the question (for me) whether there’s a region where tornado alley crosses with hurricane corridor and if those seasons overlap?
