I agree with Arlo: do the job right the first time, you don’t waste time (or money) doing it again. Of course, if Janis is so keen on just repainting the window (without the other work mentioned), she can do it herself.
It doesn’t take long to scrape one window. Calking doesn’t take long and lots of paint includes its own primer, so at best you’ve got maybe two hours involved. Of course that doesn’t include going to the hardware store for the scraper, the calk, (probably have to get a calking gun and a putty knife) and the paint. Now you’ve taken up at least half a day before you can start the actual job.
There is an old strip when Arlo wanted Gene to rake the leaves but Gene didn’t do a very good job. Arlo: Any job worth doing is worth doing right. Gene: It wasn’t worth doing.
There is a “fairly new” house that my wife and I pass on our morning walks that eight years ago was showing some flaking on the window sills. It has progressed from needing paint, to needing repair and paint, to needing replacing. Arlo and Janis are now at the second stage, heading for the third.
Hire a contractor or better yet, get new energy efficient windows. We put in impact glass high efficiency windows a couple of years ago after dealing with 4 hurricanes or tropical storms one summer. Expensive as sh!t but worth it.

On the other hand, I agree with Arlo, except I stop just before the “if”.

If it needs to be done, it needs to be done, Means and methods are the option of the contractor (Arlo), but the completed job, must meet spec (Janis).

He won’t do it quickly; he’ll do it half-fast.

To my eyes paint on top of lumpy stuff is a sign of… I don’t know, but something in the depths of my brain says “poverty.”

Or, you could hire someone. I used to do a lot of manual labor around the house. Then I figured out I was much better at writing checks!

either let him do it his way or pay to have them replaced.
