In panel 2, the person on the right looks kinda like Sam, except not really (why would Sam be holding a cane or what looks like a cane? And what’s with the sidewhiskers?) The person on the left looks nothing like Tracy, and if anything, resembles a woman.
Looks like we’re about to find out who murdered Moran. The rose petals at the scene of the crime belong to the gentleman I bet, probably Daisy. And the shoe print belongs to the lady whoever she is. Great cross-hatching work by Pleger on that second panel!
I expect the speaker is Daisy, who now needs a cane due to whatever he broke when he fell in his last appearance. If the apparently female figure isn’t a new character, there are several tall homicidal women who aren’t proven dead. An interesting, but unlikely, option would be Doc Olga, the bootleg-heart-transplanting surgeon from 1963, who would have the skills to treat Daisy’s injury.
Back on February 9th we were shown some rose petals on the ground outside Moran’s mansion and I half-jokingly surmised:
“Hmmm… perhaps Daisy has a sibling named Rose that is executing an elaborate vendetta against the man who left him to die.”
I think we have Daisy and Rose stopping by to reminisce, but it isn’t for a garden party — even though Ape, Ferret, Sam, and Tracy will soon all be there. Daisy learned his lesson well: he could never please Yeti so he and Rose set about to please themselves…
I think the story might end very soon. Yeti, Ape and Ferret are there. So is Daisy and his lady killer, Rose. And then Tracy, Sam and the cavalry are coming for the roundup. Unless Mark Barnard stretched this a bit, this story will end this weekend.
Okay, just in case Mark is throwing us a devious curve, my alternate pick for the mystery man is…. the elderly curator of the museum that held the $1,000,000 meteorite which Yeti stole and lost. Embittered over being fired when the rock was never recovered, he and his faithful nurse/companion are now wreaking a terrible vengeance!
No? Then how about Young Mr. Grace? Old Mr. Grace??

“Is that you Daisy? Good, good. I can skip the new employee orientation session. We’ll just reinstate you with a small docking of your salary for being a month late.”
Best bet is that the stooped character in a hat and leaning on a cane is, as numerous posters have commented, Daisy Dugan. Who his taller, female companion might be is less clear; maybe fictitious “Rose Dugan” will turn out to be real; otherwise, some other villainess will have to appear. Daisy was injured in his sewer mishap, hence the cane.
Yeti (panel 3) knows who it is, but is flabbergasted at Daisy’s unexpected reappearance, alive and probably in the mood for revenge.
The storm drain is getting crowded, with Yeti, big Ape and Ferret, Daisy and “Rose,” and Tracy and Sam all converging. The showdown could become quite a melee, with some of the combatants taking out others before (as is inevitable) Tracy and Sam ultimately prevail….
