When the ref puts the the ball down the guys with the chains just eyeballs the stick position. Could be left, right of the ball. They never check. And when they measure how do you know they don’t nudge the sticks a few inches?
It amazes me that with laser and other measuring systems that can determine length to thousandths of an inch the NFL still uses people and chains. Chain gangs must have a good union.

I think this joke is saying that they don’t have enough people to assign two of them to move the chains out onto the field for a proper measurement.
But I could be wrong.
