This is just the management, telling you can’t make any suggestion. At the same time telling you your suggestions are important to us. Back in the 90’s, my workplace tried to implement TQM, or “Total Quality Management”. A nebulous concept at best without any clear definition, I think it was meant to allow the underlings (us) to feel more involved in decisions and corporate matters. We attended one training session on it, where all they did was tell us how wonderful and important it was, but could never really define it. But shortly after that was a large round of layoffs, and TQM quietly went out the window, never to be mentioned again.
I made the suggestion to a manager once to tell the owners of the company to quit bird dogging everyone on the floor. The next day I got the notice that “my services were no longer required”…the manager it turns out was also a part owner. oooops.
We had that where I worked. It became more or less snack time. We took turns buying bags of chips and we’d get pop from the machines in the cafeteria. Total waste of time. Nobody cared.
