I think it is to show it is underwater.

Which really brings up how SpongeBob goes to the beach underwater and watches waves come up on the underwater shore. And the other fish have towels that they dry themselves off with after coming out of the water into the water.

But if you think too much of it then you also start wondering why anthropomorphic animals put on clothes (early 20th century swimsuits) to go to the beach (Tom and Jerry being the prime example).
