Based on the powdered wigs, my guess is that this is Bonny Prince Charlie, erstwhile leader of the Jacobites, who would have been King Charles III all the way back in 1766, when his father died, had the rebellion been successful.
Who knows? If Charles III rather than George III had been king in 1776, perhaps there wouldn’t have been an American Revolution, and we’d all be speaking English now.
