“Eavesdropping is the unauthorized real-time interception of a private communication, such as a phone call, instant message, videoconference or fax transmission. The term eavesdrop derives from the practice of actually standing under the eaves of a house, listening to conversations inside.”
I used to take tours of Scottish castles on the “castle trail”. Many had hidden rooms beside the banquet room where a servant could hide and overhear the conversations of the guests. Not to be confused with “Priest Holes”.
Is it too much to hope that the peasants will give accurate complaints and grievances, but false names and addresses? After all, they know the Fink pretty well.

A better kingdom, for him, when the malcontents are removed or get the dungeon. At least Spook would have company.

Sounds like the current FBI. While you’re at it, see if you can stir up some trouble,

If you get rid of all the complainers, you can say that nobody complains. At least, that’s how the city of Reykjavik did it while I worked there.

Why is it called eavesdropping?

Best line to come out of “A Handmaid’s Tale”: “A better world doesn’t mean better for everyone. For some, it’s worse.”

Better by disposing of the complainers.
