I could go either way on this. Skip a grade to get school out of your way faster. Stay in easier grades to get homework done faster so you can do other stuff.
I went from 5th to 8th because I found classes far too easy for me. I was not really challenged until I got to college. It did mean I was 2-3 years younger than others, but I was (and still am) a very mature person (the 30 year old in a 15 year old body thing).

Just load up on A.P. classes in high school if you can, and save on college tuition.

Charlotte should stay in her grade and then do dual enrollment at her local junior or community college. If that is unavailable take some AP courses.
