I don’t know who ever came up with that dumb rule. It all depends on the driver’s comfort, seating position and type of steering wheel. The design of the one in my car wouldn’t work for 10 and 2. I’m usually at 8 or 9 and 3.
Safety Note: Since the introduction of airbags, the proper hand position is closer to 8 and 4, nearer the bottom of the steering wheel. The reason is to reduce injuries to the arms or face if the front airbag deploys.
my favorites are the ones that place one hand on 12 and lean back with the other arm on the door (i’d say “elbow out the window,” but folks in these parts never turn the A/C off). usually regarding the world with a snarl. or, the ones who lean forward and place both hands on 12, ensuring that the car ends up in a ditch if they hit a bump…

With steering wheel airbags, 4 & 8 is best, without hooking your thumbs into the wheel.

I expect a rough ride when I see someone driving at 10 and 2. They tend to oversteer and lurch the car back and forth across the lane.
