If everyone was billed at what Medicare/insurance networks allow we likely could go to a system of mandatory medical savings with contribution from both worker/employer. I recently had three routine blood tests, clinic billed $125, Medicare allowed $30. Couple of years ago had an emergency appendectomy hospital billed $65k, Medicare allowed $8k. Insurance companies make $$$ on the premiums, that the average citizens could save/invest the premium and pay direct.
