Intelligent life comes no further in than the asteroid belt which has beacons and signs stating stay away from the third planet out from the star. All inhabitants are insane and contaminated.

Gil Grissom on the original C.S.I. had a great way of stating this. I can’t remember the exact quote but it was well said.
