It’s always full. The question is: of what? Water? Air? Vacuum? Emptiness? And in which ratio?
But the air is almost 50% NITROGEN.
The question has been ratioed.
When half a glass of water is enough to quench your thirst, then it’s half full, If not, then it’s half empty.
It is a fluid situation, come what may.
See? It never empty unless in outer space.
Because the glass is tapered the volume of water is less than the volume of air.
So – drink the liquid and breathe the air! Win-Win!!
… it’s neither half-empty, nor half-full! …it’s the wrong glass!
Not measured properly. That’s not a straight glass.
What if it’s carbonated water?

And then, of course, there’s the sort of people who point out they’d ordered a coke, not a glass of water…

I worked with engineers for many years. An engineer would always point out that you have twice as much glass as required for purpose. :)

Even if the question is only referring to the amount of water, if it’s not exactly 50%, then the answer is no.
