Maybe it was a UFO!
I frequently check the webcam that pans Morro Bay Harbor. I would continually see white flashes in the live stream. It took me a while to figure out it was seagulls flying by very close to the camera.
Must have been penumbra … too small to be umbra. Except, perhaps, for that “… flock together thing.”
