Moats may or may not contain water. I’ve seen evidence of this in Clovis, NM. as I watched oncoming cars disappear into them before entering the intersection. It was a good thing I saw them when they were dry. I knew better than to enter that puddle otherwise.

Now the other guy will get all defensive.
