And the fact that violence was the only way for some children to get food didn’t seem like a massive indictment of the system? It does to me.

Very bad lunch plan…
I always tried to get permission (and money) for lunch at school – that was the only way I could ever get “chocolate” milk, which mother considered “bad” for me – and it probably WAS – but it sure tasted good…
I think you mean “Lord of the FIles”, a horror story about the IRS.
No, it’s way simpler, and very cost effective to just feed all of them, less paperwork, faster lunch lines…every kid gets fed for sure.
