Krankus is using the Bean’s End combination leaf blower-flame thrower, which diverts some gas from the engine, atomizes it in the airstream and ignites it at the end of the tube. Does double duty: gets the leaves into a nice pile and then sets them on fire!
The pumpkin itself is not that much of a fire hazard. But all the padding Batiuk inserted to stretch this three-panel gag out to Sunday-strip length, yeah, that stuff will go up like kindling.
When you blow out a candle your breath is mostly carbon dioxide. Flames dies in carbon dioxide. Using a leaf blower is going to blow oxygen rich air ate the candles. That will often make them flare up.
